President’s Report 2008/2009
I took over the Presidency at the last AGM on 12.9.08, together with election of a total of 28 Council Members. To enable better discharge and co-ordination of the work of the Institute, 8 Sub-committees namely Academic & Professional Development, Activities; Information, Membership (Administration), Membership (Development); Public Affairs (Planning, Construction & Development); Public Affairs (Property Management & Maintenance); and Public Relations have been formed. A total of 12 monthly Council Meetings were convened. With the full support and active participation of members, the Institute conducted its business smoothly and efficiently during the last 12 months.
Major events and activities for the past 12 months are reported as follows :
Activities
1) A golf tournament was held in Shenzhen,
China on 11.10.08 in conjunction with our
sister Institutions of the Hong Kong
Professional Property Service Alliance.
2) An Annual Dinner was held on 14.12.08 with
Ms Eva CHENG Yu Wah, Secretary for
Transport & Housing, as our Guest of
Honour.
3) A joint Spring Cocktail Reception with
HKAPMC, HKIH, and CIHAPB was held
on 6.2.09.
4) A Luncheon Talk on “An Overview of the
Investment Strategy in 2009” by our Guest
Speaker, Mr. LUK Tung, was held on
10.2.09..
5) A Luncheon Talk on“Facilitation of Property
Development in Hong Kong” by our Guest
Speaker, Ms. Annie TAM, JP, Director of
Lands, was held on 24.4.09.
6) A Luncheon Talk on “Development
Opportunities Office” by our Guest Speaker,
Ms Carrie LAM, JP, Secretary for
Development, was held on 29.7.09
Discussion Forum
A Discussion Forum on “Urban Renewal Strategy Review” was successfully held on 9.5.09 in conjunction with CIHAPB, HKIH & HKAPMC with more than 120 members participated. A Concluding Forum will be held in Oct 2009, after which a report on the issue will be submitted to the Development Bureau .
Conferences/Study Tours
1) Together with the sister Institutions of the
Hong Kong Professional Property Service
Alliance, a study tour to Ningbo and
Hangzhan was conducted from 18.9.08 to
21.9.08. All the Presidents/Chairmen of
the 4 Institutions, together with a number
of Past Presidents, Council Members and
Members joined the tour.
2) Council Members, Messrs Lobo Fung &
Edmund Chau, attended a Conference
organized by the Council of Professional
Associations (COPA) in Tianjin from
21.10.08 to 1.11.08.
3) Vice-President, Mr. Stephen Lee attended
the Third Organisation Committee Meeting
on “2009 Mainland & Hong Kong
Construction Industry Forum” on
19.1.2009.
4) Vice President, Mr. Alkin Kwong attended
the “Hong Kong Service Industry Seminar”
in Taiwan from 1.4.09 to 2.4.09.
5) Vice-Presidents Mr. Alkin Kwong,
Mr. Stanley Wong and Mr. Stephen Lee
attended the “2009 Mainland & Hong
Kong Construction Industry Forum”
organised by the Ministry of Housing and
Urban-Rural Development & the
Development Bureau in Chengdu from
8.4.09 to 10.4.09.
6) Council Member, Mr. Chan Yuk Sing,
attended “政務司司長與廣東省深圳市領導之
座談會” in Shenzhen, China on 2.6.09.
Public Affairs/Public Relations
More than 30 articles on specific issues relating
to real estate administration contributed by
Council Members were publicized in the Oriental
Daily News and S.C.M.P. during the past 12 months.
Council Members also attended interviews and answered questions raised by the media on issues relating to the work of our profession on a number of occasions..
Membership
There had been a steady growth in membership. The Council took an active role to invite professionals, senior government officials and real estate administrators of good standing in the private sector to join the Institute .
Academic & Professional
Apart from maintaining close contacts with local educational institutions and universities , the Institute also supported Jiao Tung University, Shanghai in the establishment of the “地產金融CEO”國際研究課程. A Signing Ceremony was held on 18.4.09 in Shanghai. Our Past President, Mr. Tony Leung , represented our Institute to attend the Ceremony
Comments on Government Policiesy and Attendance of Legco Meetings
The Institute submitted comments and views on Government’s policies and proposals from time to time on subjects relating to real estate planning, design, development & management.
1) Vice President, Mr. Kyran Sze attended
Legco’s Development Panel Meeting on
“Development Public Facilities in Private
Developments” and presented our views
on 16.2.09.
2) The Institute submitted comments on “Joint
Subcommittee to Monitor the Implementation
of West Kowloon Culture District Project” to
Legco on 27.2.09.
3) Council Member, Mr. August Tiu, attended the
Consolidation Forum on “Urabn Design Study
for the New Central Harbour Front” on
28.2.09.
4) Vice President, Mr. Kyran Sze attended
Legco’s Development Panel Meeting on
“Development on West Kowloon Culture
Centre” on 19.6.09 to express the
Institute’s views.
5) Comments on “有關降低強制售賣土地申請門檻的
建議”were submitted to 發展事務委員會 on
22.6.07. Vice President, Mr. Stanley Wong,
presented the Institute’s views at Legco’s
Development Panel Meeting.
Appointment to Government Boards/Committees
Mr. David Tse, Vice President, was appointed a member of the Real Estate Services Training Board of the Vocational Training Council commencing from 1.4.09.
Mr. Marco Wu, President, was appointed a member of the Lands and Development Advisory Committee for the term of 3 years from 1.7.09.
Information
Two newsletters were issued to members during the past 12 months to keep members informed of the development and recent activities of the Institute. In addition members may access to the Institute’s website for the latest information.
Conclusion
There are signs that the adverse impact caused by the global financial tsunami is fading away, but it will take some time before our economy can be fully recovered. While both the property and the stock markets have recorded significant increases in transactions and values, the fundamental economic factors are still progressing rather slowly. Once again, our members have demonstrated their resilience and versatility in overcoming this difficult time.
In the past year, through our increased activities and involvements in professional development and Government’s policy formulation, we witnessed a gradual improvement in our standing both within Government and in the community at large. There is, of course, no place for complacency, and there is still room for us to enhance our image and recognition.
Finally, I wish to take this opportunity to record my deepest appreciation to our Members for their support and participation, and to the Council Members for their dedication and hard work which had constituted a successful and rewarding year for the Institute. Thank you!
